
Prince George’s County, Maryland — Prince George’s County Police Chief Henry P. Stawinski announced on Tuesday that police officer, Michael Owen, who fatally shot Michael Green, a civilian who was handcuffed and in custody, has been charged with murder.
The shooting occurred on Monday night.
According to reports, Green was “intoxicated or under the influence of PCP” and had struck several vehicles. Officials were not sure if Green was intoxicated or on drugs.
Green was handcuffed behind his back and placed inside a patrol car.
Moments later, witnesses said they saw an officer inside the car fighting with the man and then seven shots were fired.
Stawinski said that after an investigation, he “finally determined” that what the officer did was a crime. He said he does not know why his officer shot the man while he was handcuffed.
Michael Owen was a 10-year-veteran of the department.
